Power Macintosh 6500 refuses to sleep

My 6500 won't go to sleep at all. When I select Sleep from the Special menu, all it does is turn off the monitor. It won't spin down the drives or anything, and it immediately wakes back up if I so much as nudge the mouse. Any ideas?

It's the same thing with my Power Macintosh 4400. I believe there's a control strip module in the Apple Extras folder called HD Spindown.
